I an commanded by the Army Council to transmit

to you a copy of a cablegram which has been received

from the General Officer Commanding in South China,

and a copy of the reply which it is proposed to send

thereto.

In view of the correspondence which is taking

place on the question of the suitability of the Order

in Council of October, 1896 (ar Office letter No.

038/4345 (A.G.3.), dated the 7th February, 1915), the

Council would be glad to be informed as to whether

Mr. Secretary Harcourt concurs in the proposed reply.
